Study on Safety Risk Management of General Aviation Maintenance"Base+"Operation Mode

针对通航外基地人员、资源、飞机变动多,业务存在不确定性,调配难度大的难题,基于PDCA质量控制循环,借助脑图、鱼骨图等分析工具,剖析现状,整理出改善计划,并在计划执行和结果检验过程中及时反馈新问题,形成闭环。实现机务系统多基地运行安全、运行品质和运营成本三者有机统一,为国内外其他通用航空外基地管理提供有力的安全保障技术参考。

This paper analyzes the status of safety risk management in general aviation maintenance“base+”operations,sorts out improvement plans,responds timely with respect to the new problems in implementing the plan and testing the examination process and forms a closed loop due to the changes in base personnel,base resources and aircraft,the uncertainty in operations and difficulties in dispatching based on PDCA quality control cycle and analysis tools like brain map,fishbone map.It achieves the organic unification of multi-base operation safety,operation quality and operation cost and provides technical reference to other general aviation off-base management at home and abroad.
