高校实验室安全管理模式分析与本质安全化信息系统建设 被引量:8

摘要 从多个角度深入分析了实验室安全管理难点,并从人、物、环、管4个角度对高校实验室的隐患进行了辨识;以本质化管理理念与PDCA闭环管理模式为基础,提出了包含4级组织管理、4级安全培训、4级风险管控、4级隐患排查的“4×4”管理体系;以高校实验室的“0死亡到0伤害到0事故到0隐患”目标,构建了包含组织管理、安全培训、实验室管理、危化品管理、风险隐患“一张图”、隐患排查与整改6个模块的实验室本质安全化信息系统,切实提升了高校实验室安全管理信息化水平。 Based on the identification of safety hazards in university laboratories,the problems of laboratory safety management mode are analyzed from six perspectives:laboratory management organization system,safety inspection system,safety education and training,hazardous chemical management,emergency devices and plans,and capital investment and planning.Based on the concept of intrinsic safety and the PDCA closed-loop management theory,a“four by four”management system is proposed,it includes four levels of organization management,four levels of safety training,four levels of hidden danger investigation and four levels of risk control.With the goal of“0 deaths to 0 injuries to 0 accidents to 0 hidden dangers”in university laboratories,we have built a laboratory safety information system containing six modules:organization management,safety training,laboratory management,hazardous chemical management,risk and hidden danger“one map”,and hidden danger investigation and rectification,it has effectively improved the information level of university laboratory safety management.
