关于《国际中文教师专业能力标准》运用和发展的几点思考

Reflection and Thoughts on the Application and Development of the Professional Competence Standards for International Chinese Language Teachers

2019年国际中文教育大会的召开,标志着国际中文教育进入一个新的阶段。“国际中文教育”的提出,是汉语国际教育政策的延续与调整,既包括以祖语国推动为主的汉语传播,也包括与海外汉语外语教育机构的合作。《国际中文教育中文水平等级标准》和《国际中文教师专业能力标准》(下文统称“新标准”)的发布和实施,都是实现使汉语具有像英语一样的国际语言地位的重要举措。笔者认为,基于新标准的国际中文教师资格认证体系的建立和实施,需考虑中国的人才培养和海外本土汉语教师培养的异同,结合目前国际中文教育的现状以及国际中文教育量和质同步发展的需求,建立具有阶段性发展空间并尽可能立体化的国际中文教师资格认证体系。本文就现阶段国际中文教师资格认证体制的建立、实施和发展,提出几点思考和建议,供同仁参考。

The International Chinese Language Education Conference in 2019 marked a new era for international Chinese language education.The concept of international Chinese language education is both adjustment and development of previous policies.It incorporates the promotion of Chinese language learning and teaching of which China takes the lead,and the cooperation with the overseas organisations that teach Chinese as a foreign language.The publication and subsequent implementation of Chinese Proficiency Grading Standards for International Chinese Language Education and Professional Competence Standards for International Chinese Language Teachers(termed as the New Standards)are both measures to fulfil the long-term objective of making Chinese a lingua franca like English.The paper highlights that the establishment and implementation of a certification system for Chinese language teachers in line with the New Standards should be based on the consideration of the differences and similarities of training of Chinese language teachers both in China and abroad.It should propose a phased and three-dimensional certification system in the context of international Chinese language education,considering its current status and its developmental needs,both quantitatively and qualitatively.The paper aims to contribute to the discussion by sharing the reflection and thoughts on the establishment,implementation and development of a certification system for the teachers of international Chinese language education in the spirit of the New Standards in the present times.
