指挥与控制(command and control,C2)组织敏捷性度量与优化是重要的研究领域。针对当前研究主要集中于组织设计方面导致范畴受限,以及方法本身不够系统全面的问题,提出从C2组织生成及演进角度开展相关研究,从而实现组织敏捷性的高效度量与优化。在对C2组织生成及演进、C2组织设计概念内涵进行辨析的基础上,分析了分层递阶视角下C2组织生成及演进的具体内容。分别分析了C2组织生成鲁棒性和演进适应性的作用原理、作用过程和具体分类。根据C2组织生成及演进的具体内容,分别进行生成鲁棒性和演进适应性的度量和优化。

The agility measurement and optimization of command and control(C2)organization is an important research field.Aiming at the problem that the current research mainly focuses on organization design,resulting in limited scope,and the method itself is not systematic and comprehensive,it is proposed to carry out related research from the perspective of C2 organization generation and evolution,so as to achieve efficient measurement and optimization of organization agility.Based on the analysis of the conceptual connotation of the generation and evolution of C2 organization and C2 organization design,the specific contents of the generation and evolution of C2 organization is analyzed from the hierarchical perspective.The principle,process and specific classification of C2 organization generation robustness and evolution adaptability are analyzed respectively.According to the specific content of C2 organization generation and evolution,the generation robustness and evolution adaptability are measured and optimized respectively.
