摘要
对贵州高校科研人员入乡兼职兼薪、离岗创业情况,进行随机抽样调查结果显示:科研人员兼职兼薪管理制度不完善、科研人员自身能力与市场需求不匹配、单位对兼职兼薪政策重视程度不够、科研人员离岗创业实际执行难、科研人员离岗创业信心不足、科技体制不健全阻碍创业创新等问题。同时从科研人员自身原因、单位管理体制原因、社会环境原因三个方面进行分析,针对性提出健全科研人员入乡兼职兼薪管理机制、提升科研人员自身兼职创业创新能力、优化入乡兼职兼薪离岗创业政策环境、营造科研人员离岗创业良好风气等对策建议。
The results of a random sampling survey on the part-time and part-time salary of scientific researchers in Guizhou’s colleges and universities entering the countryside and leaving their posts to start businesses show imperfect in the management system of part-time and part-time salary of scientific researchers,unmatch in the ability of scientific researchers with the market demand,not paying enough attention to the part-time and part-time salary policy for some relative departments,difficulty for scientific researchers in actually implementing the part-time and part-time entrepreneurship,the lack of confidence of scientific researchers to leave their posts to start businesses,and the unsound scientific and technological system hinders entrepreneurship and innovation.At the same time,this paper analyzes the reasons from three aspects:the reasons of the scientific researchers themselves,the reasons of the unit management system,and the reasons of the social environment,and puts forward targeted countermeasures and suggestions such as improving the management mechanism of the scientific researchers’part-time employment in the countryside,improving their own part-time entrepreneurship and innovation ability,optimizing the policy environment of the rural part-time employment and leaving the post,and creating a good atmosphere for the scientific researchers to leave the post and start their own businesses.
