中国引领全球气候治理的三重逻辑

Triple Logic of China’s Leadership in Global Climate Governance

与美国在全球气候治理中消极立场形成鲜明反差的,是中国积极参与、贡献和引领全球气候治理的立场。党的二十大报告指出,我们要在国际层面“积极参与应对气候变化全球治理”“坚持绿色低碳,推动建设一个清洁美丽的世界”;在国内层面“积极稳妥推进碳达峰碳中和”,到2035年,“广泛形成绿色生产生活方式,碳排放达峰后稳中有降,生态环境根本好转,美丽中国目标基本实现”。中国政府已将绿色低碳发展作为实施可持续发展国家战略的关键抓手,将保护生态环境和应对气候变化作为制定国家内外政策的重要内容,中国已然成为应对全球气候变化、推动全球生态文明建设的中流砥柱。这种立场背后体现的是中国引领全球气候治理的历史逻辑、制度逻辑和生态逻辑,反映了社会主义的生态本质,体现了反对资本主义对自然、人和世界的异化,构建人与自然和谐、人与人和谐,以及世界和谐的人类命运共同体的价值追求。应对气候危机,需要的是停止资本主义掠夺性开发行为和生活方式,需要具有生态本质的社会主义推动人类脱离困境。

In contrast to the passive stance of the United States in global climate governance,China has taken an active role in participating in,contributing to,and leading global climate governance.The report of the 20th CPC National Congress points out that we should“actively participate in the global climate governance to address climate change”at the international level and“adhere to green and low-carbon development,promote the construction of a clean and beautiful world”;at the domestic level,we should“work actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality”.By 2035,“green production and lifestyle will be widely adopted,and carbon emissions will peak and then gradually decline,the ecological environment will fundamentally improve,and the goal of building a beautiful China will be basically achieved”.The Chinese government has taken green and low-carbon development policy as the key to the implementation of the national strategy for sustainable development.By making the protection of the ecological environment and addressing climate change important components of its domestic and foreign policies,China has become a cornerstone for addressing global climate change and promoting the construction of a global ecological civilization.The stance reflects the historical,institutional,and ecological logic of China's leadership in global climate governance,and embodies the socialist ecological essence that opposes the alienation of nature,humanity,and the world by capitalism.It seeks to build a value pursuit of a human community with a shared future featuring the harmony between human and nature,among people,and in the world.To address the climate crisis,what is needed is to put an end to the predatory development and lifestyle of capitalism,and to promote a socialist ideology that is ecological in essence to help humanity out of the predicament.
