保持土地承包关系稳定并长久不变,是对党的农村土地政策的继承和发展,意义重大、影响深远。文章通过梳理二轮土地承包到期后再延长30年政策在实施过程中面临的问题,诸如现有法律规范存在冲突、农村土地承包与社会保障制度不健全等,并基于乡村振兴战略的视野,提出完善农村土地承包的法律制度、建立健全解决农村人地矛盾的新机制与农村农民社会保障体系的具体举措,探索更好地破除二轮土地承包到期后再延长30年政策实施困境的有效路径。

Maintaining stable and long-lasting land contracting relationship is an inheritance and development of the Communist Party of China rural land policy,which is of great significance and far-reaching impact.Through an in-depth analysis of the policy of extending the second round of land contracting for another 30 years after its expiration,the problems faced in the process of implementation,such as the existence of conflicts in the existing legal norms and the inadequacy of the rural land contracting and social security system,based on in-depth consideration,we propose to improve the legal system of rural land contracting,establish a sound new mechanism for solving the conflicts between rural people and land and the social security system of rural farmers based on the rural revitalization strategy.The specific measures to better explore the path to break the dilemma of implementing the policy of extending the second round of land contract for another 30 years after the expiration of the second round of land contract.
