Government Data Opening and Innovation-Driven Development:Connotation,Mechanism and Practice Path

数字化改革已经成为百年未有之大变局的重大政策举措。数据要素也已成为数字经济时代经济高质量发展的重要动力,而政府数据开放则是数字化改革的关键变量之一。政府数据开放的核心内容与创新驱动发展战略内涵相统一,是重大的政策创新和实践。政府数据开放以政府数据“生产要素”和“治理要素”的双重属性价值的实现为主要内涵。政府数据开放从创新边界拓宽、创新生态融合、人力资本集聚和行政效率提升等机制赋能创新驱动发展。厘清政府数据开放与创新驱动发展战略的理论阐释、内在逻辑、事实进展和关键症结后,政府数据开放赋能创新驱动发展的实践路径有五条:建立健全制度保障、促进产学研深度参与、优化政策引导与考核机制、加强区域协同发展、提升政府数据治理能力。这将为我国经济实现高质量发展并实现全面建设社会主义现代化国家注入新动能。

Digital reform has become a major policy measure amid the once-in-a-century great changes.Data elements have also become an important driving force for high-quality economic development in the era of digital economy and government data opening is one of the key variables of digital re-form.The core content of government data opening is unified with the connotation of innovation-driven development strategy,which is a major policy innovation and practice.The main connotation of government data opening is to realize the dual attribute value of“factors of production”and“fac-tors of governance”of government data.Government data opening enables innovation-driven devel-opment through such mechanisms as innovation boundary extension,innovative ecological integra-tion,human capital agglomeration and administrative efficiency improvement.On the basis of clarif-ying the theoretical explanation,internal logic,actual progress and key sticking points of govern-ment data opening and innovation-driven development strategy,this paper discusses the practice path of government data opening enabling innovation-driven development and put forward five sug-gestions including establishing and improving the institutional guarantees,promoting deep participa-tion of enterprises,universities and research institutes,optimizing policy guidance and assessment mechanism,strengthening coordinated development among regions and improving government data governance capacity,so as to inject new momentum into China’s efforts to achieve high-quality e-conomic development and build a modern socialist country in an all-round way.
