解放初期中共对县改市后城市政权集中与分散关系的探索--以芜湖市为例

Exploration of Centralization and Decentralization of City Regime after CPC Set up Cities in the Early Period of Liberation--A Case Study of Wuhu City

解放初期,中国共产党在一些较大的县城改县设市后,围绕城市政权集中与分散关系,探索城市政权建设。以芜湖为例,芜湖原为县城,只有县级政权,解放初期县改市后,城市政权建设经历三个阶段:第一阶段,芜湖刚解放时,初步建立市、区二级政权组织形式,是集中与分散的政权组织形式的初步尝试;第二阶段,1950年5月到1952年6月,芜湖市撤销区政府,形成市一级政权组织形式,体现集中原则;第三阶段,1952年7月,芜湖市重建区政府,集中与分散结合的政权组织形式确立。这初步奠定了新设市的城市政权组织形式,使中共领导的国家政权成功延伸到基层社会。

In the early days of liberation,the CPC explored the construction of city regime revolving around centralization and decentralization after the transformation of some larger counties into cities.This paper makes a case study of Wuhu city which used to be a county with only the political power of the county government.After the county was transformed into a city in the early days of liberation,the construction of city regime underwent three stages:The first stage,when Wuhu was just liberated,the initial establishment of the municipal and district levels of political power organization form was a preliminary attempt of centralized and decentralized political power organization form;The second stage,from May 1950 to June 1952,Wuhu City abolished the district government and formed a city-level political power organization form,reflecting the principle of centralization;The third stage,in July 1952,Wuhu City set up the district government again and established a centralized and decentralized form of political power organization.This has initially established the organizational form of urban political power in the newly established city,and successfully extended the national political power led by the Communist Party of China to the grass-roots society.
