The safe, reliable and standardized operation is an inevitable prerequisite of Chinese social security system to conduct fair, sustainable and high-quality development, as well as an inherent requirement for providing stable expectations and continuous guarantees for the masses. The safety norms of the social security system are the basic requirements and practical implications of the stable and sustainable system, the safe operation of the fund, the optimization of management norms, and the availability and reliability of services. Here, the “four-in-one” policy mechanism defers to four basis mechanisms: “adaptation-resilience” mechanism of institutional stability and continuity, “co-ordination-equilibrium” mechanism of fund safe operation, “stratification-integration” mechanism of management standard optimization, and the “embedding-empowerment” mechanism of service accessibility and reliability.
