“安全规范”是党中央对社会保障制度体系建设做出的最新规定。这一提法既是对新发展形势下社会保障制度建设内涵的新阐释,也是对进入新的历史情境中的社会保障制度体系建设规律的新表述。既有研究与政策往往基于社会保障制度的政治、经济、管理和技术属性,反映社会保障制度的安全问题,足以起到积极的黏合个体与国家、个体与市场之间的关系,以及提高社会保障制度运行效率的作用,但是,由于对社会保障制度的“社会性”关注不足,忽视了社会保障制度黏合社会共同体的作用,从而产生多元主体关系失衡的社会保障制度安全危机。为此,在百年未有之大变局的背景下,应当着眼于社会保障制度的“社会性”,进行社会凝聚、社会赋能与社会共享等类型的社会保障制度建设。
