国有资本投资运营公司的创新驱动路径研究——基于扎根理论的探索性分析

Innovation-Driven Paths of State-Owned Capital Investment and Operation Companies:Exploratory Analyses Based on Grounded Theory

从国有资本授权经营制度实施来看,国有资本投资运营公司如何展开创新驱动发展战略的路径选择仍未得到系统性解释。本文以中央和地方层面国有资本投资运营公司为研究对象,探析其为什么既要有效授权又要技术创新,并试图通过制度创新与技术创新的协同来探究其创新驱动路径的选择问题。研究结果表明:(1)基于“功能定位→运行机制”的资本经营模式和“功能定位→履职授权”的资本授权模式,两类公司探索并形成制度创新驱动路径。(2)两类公司通过市场机会识别能力、社会网络关系能力和组织学习吸收能力等方面的动态能力提升,形成以持续性竞争优势为核心的技术创新驱动路径。(3)利用对接机制形成制度创新与技术创新的协同,以此完善可能的创新驱动路径选择问题。本文从“制度—技术”双重因素视角探索了国有资本投资运营公司的创新驱动路径,为深化国资国企改革及实施创新驱动发展战略提供重要参考。

From the perspective of the implementation of the authorized management system of state-owned capital, the path selection of how to carry out the innovation-driven development strategy of state-owned capital investment and operation companies has not been explained systematically. This paper takes state-owned capital investment and operation companies at the central and local levels as the research object, explores why they need both effective authorization and technological innovation, and tries to explore the choice of innovation-driven path through the collaboration of institutional innovation and technological innovation. The results show that:(1) Based on the capital management model of ’functional positioning→operation mechanism’and the capital authorization model of ’functional positioning→performance authorization’, the two types of companies explore and form the path of institutional innovation driving;(2) Through market opportunity identification ability, social network relationship ability and organizational learning absorption ability, the two types of companies put forward the path of technological innovation driving with sustainable competitive advantage as the core;(3)Use the docking mechanism to form the synergy between institutional innovation and technological innovation, so as to improve the possible innovation-driven path selection. This paper explores the innovation-driven path of state-owned capital investment and operation companies from the perspective of ’institution-technology’, which provides an important reference for deepening the reform of state-owned assets and state-owned enterprises and implementing the innovationdriven development strategy.
