摘要
近年来,我国铁路工程规模迅速发展,如今,中国铁路总长度位居世界第一,据统计,国内铁路运营里程已达到14.6万公里,国内铁路基本已覆盖全国,与国内相比国外铁路目前发展相对滞后,尤其美洲部分国家既有铁路为数十年以上,相关设施极不完善已无法满足行车条件,而国内铁路经验、技术均为世界一流水平。国外国家政局相对不稳、相关法律法规及相关规范与国内相差较远对工程造价控制产生较大影响,该文主要针对国外项目既有铁路改造工程概预算编制进行探析。
In recent years,Rapid development of railway engineering scale in China,nowadays,The total length of China’s railway ranks first in the world,according to the statistics,The operating mileage of domestic railways has reached 146000 km,Domestic railways have basically covered the whole country,Compared with domestic railways,the current development of foreign railways lags behind,In particular,the existing railways in some countries in the Americas are more than ten years old,The relevant facilities are extremely imperfect and cannot meet the driving conditions,The domestic railway experience and technology are world-class。The relative instability of foreign countries’political situation and the large difference between relevant laws,regulations and relevant specifications and domestic ones have a great impact on the project cost control。This paper mainly discusses the budget preparation of existing railway reconstruction projects in foreign countries.
