摘要 芯片是国之重器,是关系到国家发展与国家安全的核心技术。数十年来半导体芯片技术的发展,从根本上影响和重塑了全球经济。早在特朗普政府时期,美国就开始打压、围堵中国芯片产业。拜登总统签署《芯片与科学法案》,进一步采取措施增强美国在芯片领域的强势地位,阻止中国芯片业获得或制造高端芯片,对中国发动芯片战。彻底封杀中国制造高端芯片及其生产设备的能力,是美国打压中国的主要目标。中美芯片之争是历史逻辑(冷战思维)的强化和全新表现。我们要想在芯片技术上不被“卡脖子”,打赢关键核心技术攻坚战,最根本的还是要依靠自力更生和科技创新,同时也与世界上可以与之合作和交流的各国芯片设计、制造企业积极开展互利双赢的合作,实现技术突围。 Chip is a pillar of the nation and the core technology related to national development and national security.The development of semiconductor chip technology in recent decades has fundamentally affected and reshaped the global economy.As early as the Trump adminis-tration,the United States began to suppress and block the Chinese chip industry.President Biden signed the Chip and Science Act to take further measures to strengthen the strong posi-tion of the United States in the chip field,prevent the Chinese chip industry from acquiring or manufacturing high-end chips,and launch a chip war against China.To completely block China􀆳s ability to manufacture high-end chips and production equipment is the main goal of the United States via suppressing China.The chip dispute between China and the United States is the strengthening and new expression of historical logic(Cold War thinking).If we want to win the battle of core technologies of key industries without being“stuck”in chip technology,the most fundamental thing is to rely on self-reliance and technological innova-tion,and also actively carry out mutually beneficial and win-win cooperation with chip design and manufacturing enterprises of all countries in the world that can cooperate and communi-cate to achieve technological breakthrough.
