改革的非意图后果:概念、诱因与调适

Unintended Consequences of Reform:Concepts,Triggers,and Adaptative Strategies

改革绩效受到伴随改革而生的非意图后果的影响。虽然改革实践中发生非意图后果的可能性普遍存在,但是目前关于非意图后果的研究仍然是碎片化的,而且很少聚焦行政改革或者国家治理转型。我国处于全面深化改革的关键时期,大量服务于国家治理体系和治理能力现代化转型的改革正在被酝酿和实施,加强对非意图改革后果的系统研究亟为必要。本文总结改革非意图后果的主要特征类型,归纳非意图后果发生的诱因,并结合相关文献对改革非意图后果的应对提供建议,对未来研究进行展望。

Reform performance is affected by the unintended consequences produced by reform.Although the likelihood of unintended consequences happening in reform practices is quite high,current research on unintended consequences is still fragmented and rarely focuses on administrative reforms or national governance transformation.As China’s reform process has entered into a crucial period of comprehensive deepening reform,many reforms serving the modernization and transformation of the national governance system and governance capacity are being conceived and implemented,which increases the urgency to strengthen the systematic study of the reform’s unintended consequences.This paper summarizes the main typology and triggers of reform’s unintended consequences;then,in the light of relevant literature,it provides some feasible suggestions for coping with these consequences,and outlooks for future research.
