旅游度假区控制性详细规划技术体系研究——以防城港市江山半岛旅游度假区为例

Research on the Technical System of Regulatory Detailed Plan of Tourist Resort:A Case of Jiangshan Peninsula Tourist Resort in Fangchenggang City

我国旅游度假区开发规模日趋扩大,开发与保护之间的矛盾也日益突出。基于城市一般地区控规思路的旅游度假区控规编制难以适应新的发展形势,并突出表现在管控目标、管控空间、管控内容等方面,而既有文献和实践对此进行的研究仍较少。与此同时,国土空间规划体系的建构及相关管控思路的探索为优化旅游度假区控规编制技术体系提供了契机。以防城港市江山半岛旅游度假区为例,在国土空间规划体系下提出“一个平台、全域空间、分层管控”的控规技术改革思路,旨在平衡度假区开发中的公共政策与市场工具属性,开展统一框架下的全域空间差异化用途管制,并构建分区分级、刚弹结合、精细管控的指标体系。在解决江山半岛现实管控需求的基础上,以期为同类空间的开发管控提供参考。

The development scale of tourism resorts in China is constantly expanding,and the contradiction between development and protection has become increasingly prominent.Regulatory detailed plan of tourist resorts based on the traditional regulatory technology system has been not applicable to the new development situation.It is reflected in various aspects such as control target,control space and control content,However,there are limited research on it in the existing literature and practice.At the same time,the construction of territorial planning system and the exploration of relevant control ideas provide an opportunity to optimize the technical system of the regulatory detailed plan of tourist resorts.Taking the Jiangshan Peninsula Tourist Resort in Fangchenggang City as an example,this paper proposes a technical reform idea of"one platform,global space,and hierarchical control"under the territorial planning system.It aims to balance the public policy and market tool in the development of resort areas,and carry out the differentiated use control of the global space under a unified framework and establish index system with zoning and classification,combination of rigidity and bombs,and fine control.On the basis of satisfying the practical needs of Jiangshan Peninsula,this paper could serve as a technical framework for similar spaces.
