摘要
随着网络安全态势的日益严峻,实施核电厂仪表与控制系统的网络安全防护已迫在眉睫,而核电厂由于核属性使其功能安全一直备受关注。因此,对于核电厂而言网络安全和功能安全都是当前的工作重点。然而,网络安全要求和功能安全要求既有相互促进的部分,也有相互冲突的部分,所以如何协调网络安全和功能安全之间的关系成为新的挑战。本文从整体架构、独立系统以及组织和运营3个层面梳理了已有标准对功能安全和网络安全的要求,研究其协调关系,给出了网络安全和功能安全之间协调的相关建议。
As the cybersecurity posture becomes more and more severe,the implementation of cybersecurity protection for instrumentation and control systems in nuclear power plants has become an urgent task.The nuclear nature of nuclear power plants has always been a concern for safety.Therefore,both network security and safety are the focus of current priorities for nuclear power plants.However,cybersecurity and safety requirements are both mutually reinforcing and conflicting,so it is a new challenge to coordinate cybersecurity and safety.This paper compares the safety and cybersecurity requirements of existing standards at three levels of overall architecture,individual system,and organizational and operational issues,examines their coordination,and gives recommendations for the coordination between cybersecurity and safety.
