Digitization Empowering Regional Public Service Integration:Internal Logic and Operation Mechanism

区域公共服务一体化的重心是形成适应流动性需求的便利共享机制,从而提升整体竞争力,促进高质量发展与扎实推动共同富裕。数字化正深刻影响着区域协调发展战略,成为公共服务一体化的动力支撑。文章聚焦数字化与公共服务一体化高质量发展的内在关系机理,深入分析数字化驱动公共服务一体化的内在逻辑与运行机制。从内在逻辑看,数字孪生、跨空间流动性、乘数效应与区域公共服务一体化的要素联结、便捷流动与聚合效应相切合,也与人民福祉增进及获得感提升、流动适应性变革与共享共生等一体化发展相呼应;从运行机制看,数字化驱动内核包括聚合触发机制、联结机制、联动机制与协作机制。构建府际公共服务连接纽带、自主性合作架构、智能化耦合共生与一体化数字生态共同体是实现区域公共服务一体化的关键所在。

The focus of regional public service integration is to form a convenient sharing mechanism to meet the needs of liquidity, so as to enhance the overall competitiveness and promote high-quality development and common prosperity. Digitization is profoundly affecting the regional coordinated development strategy and becoming the driving force of public service integration. This paper focuses on the internal relationship between digitization and high-quality development of public service integration and deeply analyzes the internal logic and operation mechanism of digitization empowering public service integration. From the perspective of internal logic, it is found that digital twinning, cross spatial mobility, and multiplier effect are consistent with the element connection, convenient mobility and aggregation effect of regional public service integration, as well as the integrated development of well-being enhancement, the enhancement of the sense of acquisition, the reform of the mobility adaptability and the sharing symbiosis. From the perspective of operation mechanism, the digital core includes the aggregation trigger mechanism, the connection mechanism, the linkage mechanism and the cooperation mechanism. The key to the integration of regional public services is to build a linkage among intergovernmental public services, an autonomous cooperation framework, an intelligent coupling symbiosis and an integrated digital ecological community.
