渤海油田双重预防机制建设探索与实践

Exploration and Practice of Double Prevention Mechanism Construction in Bohai Oilfield

2016年1月6日,习近平总书记在中共中央政治局常委会会议上就安全生产工作提出,必须坚决遏制重特大事故频发势头,对易发重特大事故的行业领域采取风险分级管控、隐患排查治理双重预防性工作机制,推动安全生产关口前移,加强应急救援工作,最大限度减少人员伤亡和财产损失。2016年10月9日国务院安委办印发《关于实施遏制重特大事故工作指南构建安全风险分级管控和隐患排查治理双重预防机制的意见》,对风险分级管控和隐患排查治理作出详细的规范和明确的要求,但是一些企业面临双重预防机制建设难、实施难、与现有制度融合难、制度执行两张皮的情况,降低了管理效率和管理质量,增加了成本,加重了员工负担。文章通过渤海油田双重预防机制建设实例,介绍双重预防机制在渤海油田的探索与实践经验。

On October 9, 2016, the Security Commission Office of the State Council issued the Opinions on the Implementation of the Work Guidelines for Containment of Major and Major Accidents and the Establishment of a Double Prevention Mechanism for Security Risk Classification Control and Hidden Danger Investigation and Treatment, which made detailed specifications and clear requirements for risk classification control and hidden danger investigation and treatment. However, some enterprises are faced with the difficulties in the construction of dual prevention mechanism, implementation, integration with the existing system and system implementation, which reduces the management efficiency and quality, increases the cost and increases the burden on employees.This paper introduces the exploration and practical experience of dual prevention mechanism in Bohai oilfield through the example of dual prevention mechanism construction in Bohai oilfield.
