摘要
在实施乡村战略背景下,产业振兴既是衡量乡村振兴成效的首要指标,也是各级地方政府关注的重点。基于粤西M县调研发现:在乡村产业发展过程中,各层级驻村干部通过积极“争资跑项”来打造多样化的乡村“戴帽项目”,但随着新旧驻村干部轮换,原先的产业无法创造新的政绩而被“消极应对”,以致后续管理出现衔接脱节。各职能部门的趋利性取向形成了产业项目分配的“分利失序”,而体制内资源的有限性加剧“条块”部门恶性竞争,“碎片化”资源供给弱化村庄集体行动能力。新旧部门的交替管理加快了产业项目变更频率,以致体制内资源不断被耗散,进而导致原先的产业缺乏持续性投入而出现衔接失灵。因此,需要在事前预警,提升产业结构与干部选派匹配度;在事中调控,动态调整产业与强化驻村干部监督;在事后防范,持续性供给资源与增进多主体协作予以化解。
In the context of implementing the rural strategy, industrial revitalization is not only the primary indicator to measure the effectiveness of rural revitalization, but also the focus of local governments at all levels.Based on the investigation of M County in western Guangdong, it is found that in the process of rural industry development, village cadres at all levels have created a variety of rural “cap-wearing projects” by actively “competing for capital and running for projects”,but with the rotation of new and old resident cadres, the original industry was “negatively dealt with” because it was unable to create new political achievements, resulting in a disconnection in subsequent management.The profit-seeking orientation of various functional departments has resulted in the “disorderly distribution of profits” in the distribution of industrial projects, while the limited resources within the system intensified the vicious competition of “segmented” departments, and the “fragmented” resource supply weakened the collective action ability of villages.The replacement and assistance of new and old departments has accelerated the frequency of changes in industrial projects, resulting in the continuous dissipation of resources in the system, which in turn leads to the lack of continuous investment in the original industry and the failure of connection.Therefore, it is necessary to warn in advance to improve the matching degree between the industrial structure and the selection of cadres;to adjust the industry during the event, dynamically adjust the industry and strengthen the supervision of cadres stationed in the village;to prevent it after the event, to continuously supply resources and enhance multi-subject collaboration to resolve.
