Study on Sense of Gain in People’s Livelihood Guarantees, Government Trust and Public Spirit of Farmers

如何培育农民的公共精神以解决目前乡村治理中存在的“集体行动的困境”是提升乡村治理效能、推进国家治理体系现代化的重要内容之一。基于中国社会状况综合调查数据,探究政府信任在民生保障获得感与农民公共精神之间发挥的中介作用。结果显示:第一,民生保障获得感与政府信任是影响农民公共精神的重要变量,二者均能对公共精神产生正向的促进作用。第二,政府信任是民生保障获得感影响农民公共精神的重要机制,在二者间发挥着部分中介作用。据此,政府要进一步把握民生关切,增强民生保障的精准性、公平性与普及性,同时通过制度建构确保在社会保障治理过程中公众参与的有效性,以协调好个人利益与公共利益,提升农民的政府信任和对公民身份的认同感。在此基础上抓好乡村公共生活空间的价值规范与价值引领,强化农民的集体归属感,涵育农民公共精神,加强乡村社会凝聚力。

The cultivation of farmers’ public spirit to solve “the dilemma of collective action” in current rural governance is a key content to further improve the effectiveness of rural governance and promote the modernization of the national governance system.Based on the survey data of CSS 2019,this paper aims at investigating the mediating role of government trust in the influence of a sense of gain in people’s livelihood guarantees on farmers’ public spirit.In the first place, the findings show that a sense of gain in people’s livelihood guarantees and government trust is a significant factor influencing farmers’ public spirit, and both of them have positive effects on public spirit.In the next place, government trust is an important mechanism for the sense of gain in people’s livelihood guarantees to farmers’ public spirit, in which it plays a partly mediating role.Accordingly, the government should further focus on people’s livelihood, enhance the accuracy, fairness and universality in people’s livelihood guarantee, and in the meanwhile, ensure the effectiveness of public participation in the process of social security governance through institutional construction, reconciling individual interests with public interests effectively, and enhancing farmers’ trust in the government and sense of citizen identification.In this foundation, correctly grasping the value norms and value leadership in the public space of rural society and strengthening farmers’ collective sense of belonging, thus cultivate farmers’ public spirit and promote rural social cohesion.
