共同富裕目标下推进中国西南地区数字经济发展研究

On Promoting the Development of Digital Economy in Southwest China with the Goal of Common Prosperity

当前,数字科技革命日新月异,数字经济发展引领全球经济未来方向。实现共同富裕目标与加快数字经济发展是新时代中国式现代化的重大实践主题,二者在进程上具有同步性,能够同频共振、协同推进。西南地区要围绕共同富裕目标,在数字中国建设中深刻把握数字经济与共同富裕的关系,积极依托自身有利条件,充分发挥显著优势,有效解决区域数字经济发展不均衡不充分、不协同不互补和不集聚不融通等制约问题。西南地区应充分发挥数字经济“高创新”“广覆盖”和“强渗透”特性并相应激发“创新”“跨界”和“溢出”效应,弥合发展不均衡不充分带来的“数字鸿沟”与“数字壁垒”、推动区域协同一体化发展和促进数据要素集聚融通与各生产要素协同配置,加快推进区域数字经济高质量发展。

At present,with the changing digital technology revolution,the development of the digital economy is leading the future direction of the global economy.Achieving the goal of common prosperity and accelerating the development of digital economy are major practical themes of Chinese-style modernization in the new era,which are synchronized in the process and can resonate with the same frequency and advance in coordination.Southwest China should focus on the goal of common prosperity,deeply grasp the relationship between digital economy and common prosperity in building a digital China,actively relies on its own favorable conditions,gives full play to its significant advantages,and effectively solves the constraints such as the uneven and insufficient development of regional digital economy,the lack of coordination and complementarity,and the lack of agglomeration and accommodation.Southwest China should attach importance to the“high innovation”,“wide coverage”and“strong penetration”of the digital economy,stimulate the“innovation”,“cross-border”and“spillover”effects accordingly,bridge the“digital division”and“digital barriers”from unbalanced and insufficient development,promote regional coordinated and integrated development,advance the aggregation and financing of data elements and the collaborative allocation of various production factors,and finally accelerate the high-quality development of the regional digital economy.
