Old Questions and New Answers:Solutions of the Communist Party of China to Historical Periodic Law

毛泽东与黄炎培在延安窑洞里谈论的历史周期率,实质上是一个政党能否长期执政的安全问题。毛泽东给出了依靠人民监督政府的答案,形成用“民主新路”跳出历史周期率的大思路。中国共产党全面执政后,始终坚持发扬民主,加强党的建设,不断巩固党的执政地位。在总结历史经验基础上,习近平给出了思考和求解历史周期率问题的第二个答案,那就是自我革命。党的十八大以来全面从严治党的创新实践开辟了党坚持自我革命的新境界,为新答案的提出奠定了基础。“民主新路”与“自我革命”两个答案是有机联系的统一体,具有共同的思想内核,又体现了老问题的新答案。坚持自我革命是新时代中国共产党人在思考和求解历史周期率的赶考之路上的思想升华。在坚持“民主新路”的同时强化“自我革命”,是新时代走好新的赶考之路必须始终遵循的实践准则。

The historical cycle rate that Mao Zedong and Huang Yanpei talked about in the cave-house in Yan’an is essentially a security issue of whether a political party can govern for a long time.Mao Zedong gave the answer of relying on the people to supervise the government and formed a big idea of jumping out of the historical cycle rate with a“new road to democracy”.After the Communist Party of China took full power,it has always insisted on promoting democracy,strengthening party building,and continuously consolidating the Party’s ruling position.In November 2021,on the basis of summarizing historical experience,Xi Jinping gave the second answer to the problem of thinking and solving the historical cycle rate,that is,self-revolution.Since the 18th National Congress of the Communist Party of China,the innovative practice of comprehensively and strictly governing the party has opened up a new realm for the party to insist on self-revolution,and laid the foundation for the proposal of new answers.The two answers of“the new road to democracy”and“self-revolution”are an organically connected unity,with a common ideological core,and they also reflect new answers to old questions.Persistence in self-revolution reflects the ideological elevation achieved by the Chinese Communists in the new era on the road of thinking and solving the historical cycle rate.Adhering to the“new road of democracy”while strengthening“self-revolution”is a practical criterion that must always be followed in the new era.
