摘要
产业发展是贫困地区提升内生动力和实现稳定脱贫的重要途径,产业发展和结构优化对扶贫效率的影响是产业扶贫政策的重要瞄准点和理论指导。根据数据的可获得性及有效性,本文利用2013-2018年武陵山片区66个县(市、区)的县域数据作为研究对象,通过构建邻接空间矩阵和空间杜宾模型探究武陵山片区扶贫效率与产业结构优化的关系,并利用中介模型研究二者的传导途径。研究表明:①总体来看,产业结构合理化高度化会对武陵山地区总体扶贫效率产生正向影响;②分地区来看,湖北片、湖南片产业结构高度化对扶贫效率的正向溢出作用显著,贵州片的产业结构合理化对扶贫效率产生负向影响,重庆片的产业结构高度化对扶贫效率的效果为负;③产业结构通过工业化建设中介变量来影响扶贫效率。因此,武陵山片区需因地制宜优化产业结构,提升市场竞争力;合理规划产业园区建设,提高资源配置效率;积极鼓励产业协同发展,扩大产业结构优化影响范围。
Industrial development is an important way to improve endogenous power and achieve stable poverty alleviation in poor areas.The impact of industrial development and structural optimization on the efficiency of poverty alleviation is an important objective and theoretical guidance of industrial poverty alleviation policies.According to the availability and validity of the data,this paper analyzes the county data of 66 counties(cities,districts)in the Wulingshan area from 2013 to 2018 to explore the efficiency the relationship between industrial structure optimization and effectiveness of poverty alleviation in the Wulingshan area by constructing an adjacent spatial matrix and a spatial Dubin model.It uses the intermediary model to study the transmission channels between the two.The research shows that:(1)on the whole,the rationalization and advancement of the industrial structure will have a positive impact on the overall poverty alleviation efficiency in the Wulingshan area.(2)by region,Hubei and Hunan Provinces’higher industrial structure has a significant positive spillover effect on poverty alleviation efficiency,the industrial structure rationalization has a negative impact on poverty alleviation efficiency in Guizhou Province.Chongqing’s higher industrial structure has a negative effect on poverty alleviation efficiency.And(3),the industrial structure affects the efficiency of poverty alleviation through the intermediary variables of industrialization efforts.Therefore,it is concluded that Wuling Mountain area needs to:(1)optimize the industrial structure according to local conditions and enhance market competitiveness,(2)rationally plan the construction of industrial parks to improve the efficiency of resource allocation,and(3)actively encourage industrial collaborative development and expand the scope of industrial structure optimization.
