“双减”政策背景下校园足球与校外足球培训机构共生发展的路径研究

Study on the Symbiotic Development of School Football and Off-campus Football Training Institutions in the Context of the“Double Reduction”Policy

“双减”政策背景下校园足球与校外足球培训机构的共生发展有助于促进青少年足球运动的普及,助力学校体育的高质量发展。运用文献资料法、访谈法和逻辑分析法,分析了校园足球和校外足球培训机构的发展情况和两者共生模式形成的逻辑进路。研究认为:校园足球和校外足球培训机构的共生发展单元包括学校、学生、家长、培训机构和各类监管部门,各共生单元在训练理念、师资力量、场地空间和管理方式四方面形成共生发展的界面。在此基础上从共生理念优化、共生单元增加、共生界面畅通和共生环境优化四方面提出了两者共生发展的路径,分别是强化共生制度供给,提供政策支持;强调多元主体参与,优化综合治理;增强“内、外、上、下”互通,推动资源整合;加强共生环境建设,提升整体效能,以期通过共生发展获取更多共生能量,助推校园足球和校外足球培训机构的共生模式从点共生模式向间歇共生模式、连续共生模式和一体化共生模式渐进过渡。

The symbiotic development of school football and off-campus football training institutions can contribute to the popularity of youth football and the high-quality development of school sports under the background of the“double reduction”policy.Using literature,interviews and logical analysis,the study analyses the development of school football and off-campus football training institutions and the logical progression of their symbiotic model.The study concluded that the symbiotic development units of school football and off-campus football training institutions include schools,students,parents,training institutions and various regulatory authorities,and that each symbiotic unit forms a symbiotic development interface in four aspects:training philosophy,teacher strength,venue space and management methods.On this basis,the path to symbiotic development is proposed in four aspects:optimizing the concept of symbiosis,increasing the number of symbiotic units,opening up the symbiotic interface and optimizing the symbiotic environment,which are strengthening the supply of the symbiotic system and providing policy support;emphasizing the participation of multiple subjects and optimizing comprehensive governance;enhancing“internal,external,upper and lower”interactions and promoting resource integration;and strengthening the construction of the symbiotic environment and enhancing the overall symbiotic development,strengthening the construction of a symbiotic environment to enhance overall effectiveness.The aim is to obtain more symbiotic energy through symbiotic development,and to facilitate the gradual transition of the symbiotic model of school football and off-campus football training institutions from a point symbiosis model to an intermittent symbiosis model,a continuous symbiosis model and an integrated symbiosis model.
