皮革产业环境污染行政执法问题与优化研究

Research on Administrative Law Enforcement and Optimization of Environmental Pollution in Leather Industry

行政执法作为皮革产业环境污染治理的较为严厉的法律手段,也是确保皮革产业绿色健康发展的根本性措施。近年来,我国皮革产业一直保持稳定发展态势,产业集聚现象更加显著,在带动产业整体发展的同时,也使得部分产业聚集区污染现象严重、污染治理难度加大。本文在简要概述皮革产业环境污染及治理现状基础上,明确强化行政执法的意义,分析行政执法工作开展面临主要问题,结合实际提出对应的优化路径,以此为改善皮革产业环境污染治理现状、提升行政执法水平、促进皮革产业健康发展起到应有的促进作用。

As a strict legal means of environmental pollution control in leather industry,administrative law enforce⁃ment is also a fundamental measure to ensure the green and healthy development of leather industry.In recent years,Chinese leather industry has maintained a stable development trend,and the phenomenon of industrial agglomeration is significant.While driving the overall development of the industry,it also makes some industrial agglomeration areas seriously polluted and difficult to control pollution.Based on a brief overview of the current situation of environmental pollution and governance in the leather industry,this paper clarified the significance of strengthening administrative law enforcement,analyzed the main problems faced by the implementation of administrative law enforcement,and put forward the corresponding optimization path in combination with the actual situation,so as to play a due role in impro⁃ving the current situation of environmental pollution governance in the leather industry,improving the level of adminis⁃trative law enforcement,and promoting the healthy development of the leather industry.
