摘要 针对城市轨道交通突发事件的特点,综合考虑城市轨道交通建设期及运营期应急管理信息化的需求,阐明智慧化综合应急管理系统的关键技术、设计原则及系统架构,介绍应急管理一张图、应急值守、应急预警、辅助决策、应急指挥、物资调度、应急演练等主要功能模块的建设。该系统使建设期与运营期的应急物资、应急队伍以及应急专家等重要资源实现共享。自动应急预警、智慧推荐应急物资、自动选择应急救援最优路线、推荐现场应急处置方案及在线会商等功能,显著提高事故预防能力和突发事件应对能力及处置效率。 In view of the characteristics of urban rail transit emergencies, application of information technology in emergency management should be considered in the construction and operation periods of urban rail transit. In this study, the key technologies, design principles, and system architecture of an intelligent integrated emergency management system are expounded, and the construction of the main function modules of emergency maps, guards, warnings, auxiliary decisions,commands, material dispatch, and drills are discussed. The system enables the sharing of important resources, such as emergency supplies, emergency teams, and emergency experts, during the construction and operation periods. The functions of automatic emergency warning, intelligent recommendation of emergency supplies, automatic selection of the optimal route of emergency rescue, recommendation of on-site emergency disposal plans, and online consultation significantly improve accident prevention ability, emergency response ability, and disposal efficiency.
