Characteristics and Development Strategies of Digital Economy Based on the Perspective of Technology Evolution

立足于生产要素的特征,按农业经济、工业经济、数字经济的历史脉络,结合中美两国数字经济发展历程,提出“网络化—平台化—智能化—智慧化”的数字经济一般发展逻辑,基于核心生产要素的作用、生产力的演进,探讨四个阶段的经济内容、特征及其相互关系。研究发现:网络化阶段以建设完善各种类型网络为主要内容,平台化阶段则是以各类平台的建设、完善和运营为主,智能化阶段是通过发展机器智能代替人的体力劳动,智慧化阶段则是提高数据价值,让机器智慧化进而代替人的部分脑力劳动。据此,提出网络化阶段从网络建设到万物互联,平台化阶段从平台建立到平台互联,智能化阶段从机器换人到万物智能,智慧化阶段从数据挖掘到数据规律应用的数字经济发展策略建议。

Based on the characteristics of production factors and combined with the development course of the digital economy in China and the United States,this paper analyzes the general development logic of the digital economy of"networking-platforming-intelligence-smart"according to the historical patterns of an agricultural economy,industrial economy,and digital economy.The study also explores the economic contents and characteristics of these four stages and their interrelationships in the context of the role of core production factors and the evolution of productivity.The research finds that in the networking stage,the digital economy mainly focuses on constructing and improving various types of networks.In the platform stage,it focuses on the construction,improvement,and operation of various platforms.In the intelligent stage,it is mainly about replacing human manual labor by developing machine intelligence.In the smart stage,it is to improve the value of data and make smart machines replace part of human mind labor.Accordingly,the article proposes the development strategies of digital economy from network construction to interconnection of all things in the networking stage,from platform establishment to platform interconnection in the platform stage,from machine replacement to the intelligence of all things in the intelligent stage,and from data mining to data application in the smart stage.
