青藏高原自然资源综合观测体系构建探讨 被引量:1

摘要 青藏高原是我国的国家安全屏障、生态安全屏障、亚洲水塔、水土和生态资源储备基地。高原的“山水林田湖草沙冰”等自然资源和生态环境在我国具有特殊重要的地位。开展该区域的自然资源调查监测与评价是国家制定高原生态脆弱区环境保护政策以及优化资源配置的基础和关键。综合观测体系是开展野外综合观测研究的前提,是实现野外台站目标的保证。基于“两统”“两分”的总体设计,从青藏高原的重要性和特殊性出发,结合当前观测的复杂性和稀缺性特征,明确主要自然资源观测对象,构建综合观测体系,确保野外观测站点观测对象清楚、观测指标清晰、站点层级明确、台站管理顺畅、观测数据规范、准确、连续,更好服务自然资源统一管理。同时,可为今后自然资源野外观测研究示范推广奠定基础。 The Qinghai-Tibet Plateau is China’s national and ecological security barrier, Asian water tower, and soil, water and ecological resources reserve base. The natural resources and features of the ecological environment of the plateau, such as mountains, rivers, forests, fields, lakes, grass, sand, and ice, play a particularly important role in China. The monitoring and evaluation of natural resources within the region are key to the formulation of environmental protection policies and the optimization of resource allocation. The comprehensive observation system is the premise of field comprehensive observation research and the guarantee to achieve the goal of field stations. Based on the overall design of “two-unification”and “two-division ”, starting from the importance and particularity of the Qinghai-Tibet Plateau, and combined with the complexity and scarcity of current observations, the observation objects of major natural resources are clarified. The comprehensive observation system is constructed to ensure that the observation objects for field observation stations,observation indexes, and station level are clear, the station management is smooth, and the observation data are standardized,accurate and continuous, so as to better serve the unified management of natural resources. Simultaneously, it can lay the foundation for the demonstration and extension of the field observation research regarding natural resources in the future.
