铁路安全行政执法现状分析及效能提升措施

Analysis of the Current Situation and Suggestions for Efficiency Improvement of Administrative Law Enforcement for Railway Safety

结合铁路安全行政执法实践工作现状及行业特点,梳理分析铁路政企分开改革以来,铁路安全行政执法工作存在的法律法规体系不健全、执法制度不完善、智能化执法装备有待研发、联合执法经验不足、执法人员数量与铁路快速发展不匹配等问题。针对铁路安全行政执法,提出加快推进法律法规制修订、强化规范执法、推动执法创新研究、加强多部门协作、夯实执法队伍能力等措施。

Combining with the current situation of railway safety administrative law enforcement practice and railway industry characteristics,an inadequate system of laws and regulations,imperfect of law enforcement system,intelligent of law enforcement equipment to be developed,insufficient experience in joint law enforcement,mismatch between the number of law enforcement officers and the rapid development of the railway and other issues in the railway safety administrative law enforcement work since the reform of the separating government functions from enterprise management in railway industry is analyzed In the light of railway safety administrative law enforcement,measures were made such as the revision of railway safety laws and regulations,standardized of law enforcement,innovative research on law enforcement,multi-departmental collaboration,and the construction of law enforcement teams.
