“三线一单”环境源头监管动态调整更新技术研究——以云南省为例

Dynamically Adjusting Update Technology of“Three Lines and One List”for Eco-environmental Source Supervision--A Case Study of Yunnan Province

“三线一单”是环境源头监管和空间管控的重要手段,是推动生态环境高水平保护、支撑经济高质量发展的重要工具。当前,“三线一单”生态环境分区管控体系初步建立,但“三线一单”成果与“十四五”生态环境保护要求存在一定差距,开展动态更新迫在眉睫。笔者以云南省为研究对象,在明确“三线一单”动态调整的主体和技术路线的基础上,厘清了工作原则和重点内容,提出了调整更新的技术要点,以期为“三线一单”动态调整更新提供借鉴。

“Three Lines and One List”is an important means to promote and strengthen the source control of eco-environment and spatial control and an important tool to promote high-level protection of eco-environment and support high-quality economic development.At present,the“Three Lines and One List”eco-environmental zoning control system has been established.However,there is a certain gap between the achievements of“Three Lines and One List”and the requirements of eco-environmental protection of“the 14th Five-year Plan”period.Dynamically adjusting update are therefore urgently needed.Taking Yunnan Province as an example,the main body responsibility and work procedure of the dynamically adjusting update were clarified,and the technology road-map and key contents were discussed.The author puts forward the key technical points of dynamical adjusting update of the“Three Lines and One List”,with a view to providing reference for the dynamically adjusting update of“three lines and one list”.
