高校学工干部法治素养和法治能力提升策略研究

Research on the Strategy of Improving the Legal Literacy and Legal Ability of the Student Affairs Officer in Colleges and Universities

法治素养和法治能力是两个互相递进的范畴,前者注重内在法治修为,后者注重外在法治行动。法治素养由法治知识生成,法治思维是法治素养重要构成要素。法治能力是法治素养的客观表现,反映为依法办事、合规办事。二者依次递进又相互加持。法治素养重在学习法治知识凝聚法治思维,法治能力重在善用法治制度、原则、价值等形成法治实践。构建知识—思维—实践的研究框架,提出高校学工干部法治素养和法治能力提升策略,为依法治校、依法治教、依法办学提供理论与实践指引。

The rule of law literacy and the rule of law ability are two progressive categories, the former pays attention to the internal rule of law, the latter pays attention to the external rule of law action. Law literacy is generated by the rule of law knowledge, and the rule of law thinking is an important component of law literacy. The ability of the rule of law is the objective expression of the rule of law accomplishment, which is reflected in the law and compliance. The two are progressive and mutually supportive. The rule of law literacy focuses on learning the knowledge of the rule of law to gather the thinking of the rule of law, and the ability of the rule of law focuses on making good use of the rule of law system, principles and values to form a vivid practice of the rule of law. Construct the research framework of knowledge-thinking-practice, and put forward the strategy of improving the legal literacy and legal ability of the student affairs officer in colleges and universities, so as to provide theoretical and practical guidance for running schools, governing education and running schools according to law.
