论平原省时期黄河汛期的防汛与治理——以《平原日报》为中心

On Prevention and Control of Yellow River Flood Season in the Period of Pingyuan Province——Take Pingyuan Daily as the center

在黄河中下游防汛治理中,1949年8月至1952年11月的平原省时期是不可忽视的重要治理阶段,三年中平原省省委和政府发动干部群众围绕黄河防汛进行了多方面的治理。在黄河治理工作中,《平原日报》作为中共平原省委的机关报,在解决防汛的动员问题上,以及防汛工作和水利工程的建设问题上进行了大量的宣传和报道。通过对《平原日报》关于黄河相关内容的检索,重点梳理平原省黄河治理中存在的问题以及平原省在黄河防汛与治理过程中的主要做法。其中,预防工作包括汛期预告、制定防汛计划、进行春修和冬修计划,治理工作主要是进行引黄灌溉济卫工程、石头庄溢洪堰工程和锥探计划的推广等。这些措施的推行不仅在当时产生了重要的作用,而且能够为当前黄河中下游地区的生态保护与高质量发展提供有益的历史借鉴。

In the flood control of the middle and lower reaches of the Yellow River, the period of Pingyuan province from August 1949 to December 1952 is an important stage that can not be ignored.In the three years, the provincial Party committee and the government of Pingyuan province launched cadres and masses to conduct various control around the Yellow River flood control.As the official newspaper of the Provincial Committee of the Communist Party of China, Pingyuan Daily has carried out a lot of publicity and reports on the mobilization of flood control, the prevention of flood control and the construction of water conservancy projects in the Yellow River control.Through the search of the contents related to the Yellow River in Pingyuan Daily, this paper focuses on sorting out the problems existing in the Yellow River control of Pingyuan Province and the main practices of Pingyuan province in the process of Yellow River flood control.In the prevention work, it includes the flood season forecast, the formulation of flood control plans, spring and winter repair plans.In the control work, it mainly carried out the promotion of the irrigation and protection project of the Yellow River Diversion, the flood overflow weir project of Shitouzhuang and the cone exploration plan.The implementation of these measures not only played an important role at that time, but also provided a useful historical reference for ecological protection and high-quality development in the middle and lower reaches of the Yellow River.
