摘要
帅才科学家兼具深厚的科学素养、卓越的战略眼光和大规模科研攻关组织领导能力,在国家战略人才力量中具有重要的引领作用,是中国实现高水平科技自立自强、建设社会主义现代化国家必不可少的重要力量。本文通过分析日本ERATO计划在资助定位、遴选机制、条件保障、服务监督等方面塑造科技帅才的组织管理经验,从建立科学有效的帅才科学家发现识别遴选机制、推进帅才科学家领衔型科研项目组织模式探索、完善有利于帅才科学家作用发挥的服务保障制度等方面,详细论述了其为中国加强帅才科学家培养使用所带来的启示借鉴。
Leading scientists are scientists who have deep scientific literacy,excellent strategic vision and leadership ability of large-scale scientific research activities.They play an important leading role in the national strategic talent force,and are essential for China to achieve high-level scientific and technological self-reliance and build a modern socialist country.This paper analyzes the management experiences of Japan’s Exploratory Research for Advanced Technology(ERATO)in funding orientation,selection mechanism,condition guarantee,service,supervision and other aspects to shape scientific and technological leaders,and discusses the enlightenment that ERATO brings for strengthening the cultivation and use of strategic scientists in China,such as establishing a scientific and effective mechanism for identifying and selecting leading scientists,promoting the exploration of organizational model of scientific research projects led by leading scientists,and improving the service and guarantee system conducive to the role of leading scientists.
