摘要
党的十九大报告提出要“加强中国特色新型智库建设”。智库建设与发展离不开人才,高水平复合型人才是新型智库发展的核心驱动力。文章基于智库研究的MIPS逻辑层次法视角分析我国智库人才的现状与问题,在已有研究基础上探讨智库人才的概念、内涵和特征,从时空域角度分析智库人才产生的作用和影响,系统分析当前我国智库人才队伍建设中体制机制方面亟待解决的障碍与问题,并提出我国智库人才队伍建设的对策建议。研究认为,我国应从加强智库人才政策顶层设计、稳步开展高水平智库人才培养和队伍建设、加快建立具备国际竞争力的智库人才流动机制、健全智库人才考评制度强化智库成果激励四个方面推动智库人才队伍建设。
The Report of the 19th National Congress of the Communist Party of China proposed to“Strengthen the construction of new think tanks with Chinese characteristics”.The construction and development of think tanks are inseparable from talents,and high-level compound talents are the core driving force for the development of new think tanks.Based on the MIPS logics layer method of think tank research,this paper analyzes the current situation and problems of think tank talents in China,and discusses the concept,connotation and characteristics of think tank talents.From the perspective of time and space,the paper analyzes the role and influence of think tank talents,systematically analyzes the obstacles and problems that need to be solved urgently,and puts forward countermeasures and suggestions for the construction of think tank talents in China.We believe that China should promote the construction of think tank talent teams from four aspects:strengthening the top-level design of think tank talent policies,further developing high-level think tank talent training and team building,accelerating the establishment of an internationally competitive think tank talent flow mechanism,and improving the think tank talent evaluation system and strengthening think tank achievement incentives.
