基于专利挖掘的全球新一代人工智能技术标准发展图景分析

摘要 技术标准之间的竞争本质上是技术路线之争,专利是技术信息最有效的载体,充分掌握专利情报信息可以更好把握技术标准的制定及发展趋势。因此文中以Incopat为数据源检索1961—2022年全球新一代人工智能专利数据,基于技术标准生命周期理论和社会网络分析等方法,对全球新一代人工智能技术标准发展态势、重点研发布局及技术标准研发主体进行了分析。研究发现,从整体来看,中、美、日、韩专利申请活跃度较高,各创新主体对于技术标准的热情持续增长,相较于全球其他主要国家,中国在专利储备总量上较多,技术标准开发拥有良好的发展前景;从技术标准热点布局来看,各个国家技术标准布局具有显著的差异性;美、日、德、韩等国家更加偏向于新一代人工智能的新兴应用领域,而中国在新一代人工智能的传统应用领域具有一定竞争优势;在技术标准的创新主体类别方面,互联网公司成为技术标准制定的排头兵,北京百度网讯科技有限公司和腾讯科技(深圳)有限公司等科技领军企业成为新一代人工智能技术标准发展中的主要研发主体,在未来的标准制定中成为推动技术标准发展的重要力量。从中国新一代人工智能技术标准发展概况来看,由科技领军企业、高水平研究型大学、国家科研机构共同推动技术创新领域的技术标准相对更加成熟并且已经进入标准的实施阶段,说明多元创新主体对于新一代人工智能技术标准的发展具有显著促进作用。 The competition among technology standards is essentially a competition of technology routes,and patents are the most effective carriers of technology information,so fully grasping patent intelligence information can enable us to better grasp the formulation and development trend of technology standards.Therefore,this paper uses Incopat as the data source to retrieve global new generation artificial intelli-gence patent data from 1961 to 2022,and analyzes the development trend of global new generation artifi-cial intelligence technology standards,key research and development layout and technology standards re-search and development main body based on the technology standards life cycle theory and social network analysis and other methods.It is found that,from the overall perspective,China,the United States,Ja-pan and South Korea are more active in patent applications,and the enthusiasm of each innovation body for technical standards continues to grow;compared with other major countries in the world,China has more total patent reserves,and technical standards development has promising development prospects;from the perspective of technical standards hotspot layout,the layout of technical standards in each coun-try has significant differences;The United States,Japan,Germany and South Korea are more inclined to the emerging application areas of new generation artificial intelligence,while China has certain competitive advantages in the traditional application areas of new generation artificial intelligence;in terms of the categories of innovation subjects of technical standards,Internet companies have become the front-runners in the development of technical standards,and technology leaders such as BIDU and Ten-cent Technology(Shenzhen)Co.Ltd have become the main research and development subjects in the de-velopment of technical standards of new generation artificial intelligence.and have become the main re-search and development body in the development of future standards to promote the development of tech-nical standards.From the overview of the development of new generation artificial intelligence technology standards in China,the technology standards jointly promoted by technology leading enterprises,high-level research universities and national research institutions are relatively more mature and have entered the implementation stage of the standards,indicating that multiple innovation subjects have a significant role in promoting the development of new generation artificial intelligence technology standards.
