Evolution,Assessment and Research Prospects of Public Policy Evaluation Theory

公共政策评估理论的谱系与演进是该领域的重要研究主题,已有少量研究提出的分类框架有助于结构化地理解公共政策理论发展的脉络与层次,但都是相对单一的视角。本文运用理论脉络—理论体系—创新路径—理论展望的框架,结合历史、结构与动态的多维视角对公共政策评估理论的发展进行了梳理与解析。首先,根据范式转换以及理论转向的重要节点对国外理论发展的5个阶段进行了梳理,并对中国公共政策评估实践与理论发展阶段进行了提炼和阐述。其次,在综合国内外理论发展脉络的基础上,从全景的角度将公共政策评估理论体系总体特征提炼为层次性的结构、具有平行关系的理论路径以及动态性的理论整合。再次,结合贯穿于理论体系演进动态的总体特征引出从证据、协作以及应用场景转换视角的理论创新路径。最后结合以上3个部分提出了公共政策评估理论发展趋势与未来研究方向。本文拓展了评估理论演进和创新规律的认知边界,对推动中国自主的公共政策评估知识体系的形成与完善有所贡献。

The genealogy and evolution of public policy evaluation theory is an important issue in academia,a small number of studies have proposed classification frameworks that helps to understand the genealogy and hierachy of public policy theory in a structured manner,but they are relatively single perspective.This paper uses the framework of theoretical geneaology-theoretical system-innovation path-theoretical outlook,combined with the multi-dimensional perspectives of history,structure and dynamics,to sort out and analyze the development of public policy evaluation theory.Firstly,according to the previous identifications of important nodes of paradigm shift and theoretical turn,the five stages of foreign theoretical development are sorted out,and the stages of practice and theoretical development of evaluation in China are refined and elaborated.Secondly,by synthesizing the genealogical research results under the context of China and abroad,the overall situations are characterized as hierarchical structure,theoretical approaches with parallel relationship and dynamic theory integration from the panoramic perspective.Thirdly,combined with the overall characteristics that run through the evolution dynamics of the theory system,the theoretical innovation pathes from the perspective of evidence,collaboration and scenario-based application are discussed.Finally,combined with the above three parts,the development trend and future research direction of evaluation theory are proposed.In conclusion,this article expands the cognitive boundary of public policy evaluation theory evolution and innovation approach,and contributes to the formation and improvement of China’s public policy evaluation knowledge system.
