铁路电务系统维护管理标准化体系建设研究

Research on Construction of Standardization System for Maintenance Management of Railway Communication & Signaling System

结合中国铁路郑州局集团有限公司电务系统开展维护管理标准化体系建设工作,系统阐述铁路电务系统维护管理标准化体系的含义及作用,提出电务系统维护管理标准化的整体建设规划思路,主要包括管理机构规划、制度体系规划、管理人员规划、现场推进规划、监督评价规划,构建了标准化体系建设框架,运用全面质量循环管理(PDCA管理)方法,引导并规范电务系统维护管理标准化体系建设工作。

In combination with the construction of maintenance management standardization system in the communication & signaling system of China Railway Zhengzhou Group Co., Ltd., the meaning and function of the maintenance management standardization system of the railway communication & signaling system are systematically explained, and the overall construction planning idea of the maintenance management standardization of the communication & signaling system is put forward, mainly including management organization planning, system planning, management personnel planning, on-site promotion planning,supervision and evaluation planning. A framework for the construction of standardization system is established,and the comprehensive quality cycle management(PDCA management) method is used to guide and standardize the construction of the maintenance management standardization system of the communication & signaling system.
