摘要
经过近六年的建设,加拿大推出较完备的联邦快速通道电子系统,以综合排名系统为核心,结合劳动力市场影响评估、国家职业分类指导等制度考察评估联邦技术移民申请。目前,我国引进国际人才主要以政府行政管理为主,存在着人才评估要素不具体、比例不明确、结构较松散等问题,在一定程度上影响并制约人才引进工作。以加拿大为代表的传统移民输入国对移民的引进、评估、调控、融入经验对我国完善外国人来华工作管理服务系统、编制外国人在中国境内工作指导目录、把握海外留学人才回流机遇、建立完善外国留学生留华筛选机制,以及创新网络引才引智开发模式等具有重要启示。
After nearly six years of development,Canada has established a relatively complete federal Express Entry System,with the Comprehensive Ranking System as the core,combined with the labor market impact assessment,national occupation classfication and other systems to examine and evaluate the federal skilled immigration applications.At present,the introduction of international talents in China is mainly based on government administration,and there are problems such as unspecific talent evaluation index,unclear proportions of those index,which inpart affect and restrict the introduction of talents.In view of this,the experience of traditional immigrant receiving countries represented by Canada in the introduction,evaluation,regulation and integration of immigrants is of great significance to the establishment and improvement of China’s skilled immigration system and the screening mechanism for foreign students to stay in China,the development of a guide for the employment of foreigners in China and a model of attracting talents through the Internet.
