根据马克思主义政治经济学基本原理,社会必要劳动时间决定商品或服务的价值。消防救援服务的价值,由消防救援人员的社会必要劳动时间决定。在实行职业消防救援体制的国家,消防救援人员的工作时间多数在法定统一工时标准基础上适当延长,并在法律制度框架下,综合考虑人力成本约束,结合消防救援工作特点建立倒班制度,确保消防救援服务的连续性、稳定性和高效率,保障消防救援人员的身心健康和职业安全。

According to the basic principles of Marxist political economics,the value of a commodity or service is dependent on the amount of socially necessary labor.The value of fire and rescue services shall be determined by the socially necessary working time of the firefighters and rescuers.In countries with career fire and rescue system,the working hours for fire and rescue personnel is appropriately extended beyond the statutory standards of working hours.Under the framework of the legal system,a shift schedule is established taking into account the manpower cost constraints and the characteristics of fire and rescue work,so as to ensure the continuity,stability and high efficiency of fire and rescue service,and safeguard the physical and mental health and occupational safety of fire and rescue personnel.
