高原高寒地区地震灾害消防救援能力提升路径——以“应急使命·2022”演习为例

The Improvement Path of Fire and Rescue Capability of Earthquake Disasters in High Altitude and Cold Regions—A Case Study of“Emergency Mission·2022”Exercise

以“应急使命·2022”演习为例,分析消防救援队伍在高原高寒地区地震灾害演习中存在的思想准备不充分、特灾救援不专业、高寒保障不到位、规模作战机制不灵活等问题及原因,提出从健全应急救援机制、加强专业能力建设、提升战训耦合效能、探索战勤保障模式、激发训管结合潜力等方面予以破解。

This paper takes the“Emergency Mission·2022”as an example to analyze the causes of the inadequate ideological preparation,unprofessional disaster rescue,insufficient cold protection,and inflexible large scale operation mechanism of fire and rescue teams in earthquake disaster drills in high altitude and cold areas.To improve the rescue capability of the fire and rescue force,such suggestions as improving the emergency rescue mechanism,strengthening professional capacity,increasing the effectiveness of battle training coupling,exploring new operational support mode,and stimulating the training and management dynamics are put forward.
