智慧档案馆是我国档案馆建设的新方向和新目标,档案馆实现智慧治理是未来智慧档案馆建设需要达到的核心目标。档案馆智慧治理需要从政府部门、所属城市和社会公众三个视角解析其内涵,档案大数据资源治理需求、档案工作动态性发展要求和档案事业全面高质量发展目标等是档案馆智慧治理的内在逻辑。而新兴信息技术的驱动、档案治理制度的确立与完善、依法治档等治理观念的树立等是档案馆智慧治理的基础和支撑。为此,不仅需要树立协同合作共赢的智慧治理理念,鼓励公众积极参与档案馆智慧治理,还需要加强新兴信息技术高端人才的培养与使用等,以此促进档案馆智慧治理能力提升。

Smart archives are a new direction and goal for the construction of archives in China.The realization of smart governance is the core goal for the construction of smart archives in the future.Archives’smart governance needs to analyze its connotation from the perspective of government departments,cities and the public.Archives’big data resources governance needs,dynamic development requirements of archives work and comprehensive and high-quality development goals of archives are the internal logic of archives’smart governance.The driving of emerging information technology,the establishment and improvement of archives governance system and governance concepts such as managing archives according to law are the foundation and support of smart governance of archives.Therefore,it is necessary not only to establish the collaborative and win-win smart governance concept to encourage the public to actively participate in the smart governance of archives,but also to strengthen the training and application of high-end talents of emerging information technology so as to promote the smart governance ability of archives.
