新时期档案利用服务标准体系构建研究

Research on the Construction of Archives Utilization Service Standard System in the New Era

现有档案利用服务制度已不适应新时期信息化建设新要求,我国档案利用服务标准化系统研究和总体规划存在不足。本文从管理标准、业务标准和质量评价标准等方面明确了新时期档案利用服务标准体系的核心内容,并对新时期档案利用服务标准体系建设的保障性措施进行构建:加强对国际档案标准化建设的借鉴,完善档案标准化管理制度,持续创新服务质量评价方法,开展档案管理标准化人员培训。

The existing archives utilization service system can no longer meet the new requirements of informatization construction in the new era,and there are deficiencies in the research and overall plan of the standardization system of archives utilization service in China.This paper clarifies the core content of the archives utilization service standard system in the new era from the aspects of management standard,business standard and quality evaluation standard,and constructs the safeguard measures for the construction of the archives utilization service standard system in the new era:strengthening the reference to the international archives standardization construction,improving the archives standardization management system,continuing to innovate the service quality evaluation methods,and carrying out the training of archives management standardization personnel.
