走向善治:数智时代档案治理的目标与路径

Towards Good Governance: Goals and Paths of Archives Governance in the Age of Digital Intelligence

善治是档案治理体系建设的目标,呈现出“以人民为中心、以人为本”的价值理念,体现了国家治理现代化进程对人民主体的重视。数智时代赋予善治过程更多融合可能,但也存在技术过载风险。本文采用理论阐释法对善治的内涵特征和主要目标进行解读,为数智时代档案治理提明方向,并从“为民建档、由民管档、档为民用”三个步骤提出具体策略,从而回答档案治理体系中主体建设问题。

Good governance is the goal of the construction of the archives governance system.It presents the value concept of being "people-centered,people-oriented",and reflects the importance attached to the main body of people in the process of national governance modernization.The era of digital intelligence gives the process of good governance more integration possibilities,but there is also the risk of technology overload.This paper uses the theoretical interpretation method to interpret the connotation characteristics and main goals of good governance,and points out the direction for archives governance in the era of digital intelligence.Then it puts forward specific strategies from three steps of "construction for the people","governance by the people" and "utilization by the people" and answers the question of the main body construction in the archives governance system.
