乡村振兴中的中医药政策:制度演进与未来走向

The traditional Chinese medicine in the process of rural revitalization:System evolution and future trend

有效发挥中医药的优势对于乡村振兴具有十分重要的作用。文章运用间断-均衡理论阐述我国中医药政策变迁的加速演进机制,分析中医药政策在乡村振兴进程中的内在机理和变迁逻辑,最后针对目前中医药接续发展中存在的问题,探究中医药促进乡村振兴的具体做法,将中医药制度优势转化为治理效能,为改革和优化中医药政策的现实需要提供有价值的思考。文章认为,在新发展格局下,应突出中医药在乡村振兴中的作用:一是防止因病致贫,二是促进居民健康水平提升,三是成长为新的经济增长点,四是结合美丽乡村建设,推动乡村整体治理水平提升。

The advantages of traditional Chinese medicine(TCM)play a very important role in rural revitalization.This paper adopts continuous equilibrium theory to elaborate the accelerated evolution mechanism in TCM policy changes in China,analyze the inner mechanism and change the logic of TCM policies in China,and finally,given the problems existing in the sustainable development of TCM,explore its specific ways to promote rural revitalization,that is,to transform the advantages of TCM system into governance efficiency so as to provide valuable references for the practical needs of reforming and optimizing TCM policies.The paper argues that under the new development pattern,TCM should play a prominent role in rural revitalization:firstly,to prevent poverty caused by diseases;secondly,to promote physical health;thirdly,to become a new economic growth point;and fourthly,to promote the improvement of the overall rural governance capacity in combination with the construction of beautiful villages.
