The Path Optimization of Modernization of Environmental Governance Enabled by Digital Technology

大数据时代,技术和政策的双重支持使数字化技术赋能环境治理现代化具有现实可能性。结合各地较具代表性的实践案例分析,发现数字化技术可以促进环境治理理念现代化、治理决策科学化、治理方式智能化和治理结果高效化,进而助推环境治理向精细化治理、合作化治理、全过程治理、科学化治理的现代化治理模式转型。然而,受制于环境治理主体的传统思维误区、数字化技术赋能环境治理现代化存在的供给缺口、融合不足与面临诸多风险等现实梗阻,影响了环境治理现代化整体效能的提升。基于此,应从重塑环境治理主体的治理理念、加强数字化技术赋能环境治理现代化的保障体系建设、促进数字技术与环境治理的深度融合、构建数字化技术赋能环境治理的风险防范机制等方面探索数字化技术赋能环境治理现代化的优化路径。

In the era of big data,the dual support of technology and policy makes it possible to modernize environmental governance enabled by digital technology.Based on the analysis of representative cases,digital technology promotes the modernization of environmental governance concept,scientific governance decision-making,intelligent governance mode and high efficiency of governance results,and then promote environmental governance to fine governance,cooperative governance,the whole process of governance,scientific governance of modern governance model transformation.However,the misunderstanding of the traditional thinking of the main body of environmental governance,the supply gap of the modernization of environmental governance enabled by digital technology,the lack of integration and the many risks faced by the reality obstruction have affected the overall efficiency promotion of environmental governance modernization.Based on this,we should explore the optimization path of the modernization of environmental governance enabled by digital technology from the aspects of reshaping the governance idea of the main body of environmental governance,strengthen the construction of the guarantee system of environmental governance modernization enabled by digital technology,promote the deep integration of digital technology and environmental governance,and construct the risk prevention mechanism of environmental governance enabled by digital technology.
