建设国际数据港,对于上海提升全球数据资源配置能力、加快数字经济高质量发展、实现经济转型升级具有重要意义。上海的国际数据港建设具有良好基础,但一方面面临着东京、新加坡等国外城市的激烈竞争,另一方面还面临着数字基础设施、行业管理制度、科技创新能力等方面的严重制约。因此,上海要加快数据领域的改革创新和更高水平对外开放,推动数据资源的国内外有序自由流动,加速国内外数据要素的广泛汇聚和高效配置,打造体现上海区位优势的特色数据产业,早日实现国际数据港建设目标。

Building the international data port(IDP) is of great significance for Shanghai to improve its global data resource allocation capacity, accelerate the high-quality development of the digital economy,and realize economic transformation and upgrading. Shanghai has a good foundation for the building the IDP, but on the one hand, it is facing intense competition from foreign cities such as Tokyo and Singapore,and on the other hand, it is also facing serious constraints in digital infrastructure, industry regulation,and scientific and technological innovation capacity. Therefore, Shanghai should speed up the reform and innovation in the data field and open-up to the outside world at a higher level, promote the orderly and free cross-border flow of data resources, accelerate the extensive convergence and efficient allocation of data elements, create a data industry that is in line with Shanghai’s geographical advantages, in order to achieve the goal of building an international data port sooner.
