老龄化背景下“时间银行”制度区域统筹发展路径研究——基于上海市的调查研究

“时间银行”制度可成为引导和支持现代家庭继续且更好地发挥养老及抚幼功能的重要举措,有必要建立并完善“时间银行”的区域统筹,进一步发挥其积极作用。要确立政府的主导性,由市级政府部门领导并制定政策;要保证“时间银行”在地区间可流通,以家庭为单位共享时间银行的义务与权益;要拓展参与和收益人群,注重吸纳低龄老年人口、城镇失业人口等潜在重点参与人群;要将照顾老人和照料小孩相结合,利用老年人力资本同时解决托幼问题;要构建“时间银行”数字化互联网平台,对参与者和受益者、志愿服务内容、基层社区组织等进行统一化、网络化、标准化管理。

“Time Bank” system can become an important measure to guide and support modern families to continue and better perform their functions of providing for the aged and raising children. It is necessary to establish and improve the regional coordination of the "Time Bank" to further play its active role. It is necessary to establish the leading role of the government, the municipal government departments shall lead and formulate policies;to ensure that "Time Bank" can be circulated among regions, and to share the obligations and rights of the "Time Bank" with families as a unit;to expand participation and benefit groups, and focus on absorbing Low-age elderly population, urban unemployed population and other potential key participants;to combine caring for the elderly and for children, and use the force of the elderly to solve the problem of childcare at the same time;to build a “Time Bank” digital Internet platform to conduct unified, networked, and standardized management of participants and beneficiaries, volunteer service content, and grassroots community organizations.
