数字普惠金融赋能双循环新发展格局的逻辑机理、实践成效与创新建议

The Logical Mechanism,Practical Effectiveness and Innovative Suggestions for Digital Inclusive Finance to Enable the New Development Pattern of Dual Circulation

加快构建国内外双循环新发展格局,是我国立足发展阶段、环境、条件变化的战略性布局。以互联网、云计算、大数据等技术推行的数字普惠金融,具有更为广泛的包容性,能够充分发挥金融在释放消费潜力、升级产业链、协调城乡发展、推进对外开放中的牵引作用,赋能双循环新发展格局的构建。目前,我国在消费金融、供应链金融、农村金融等领域的数字化发展,为数字普惠金融赋能新发展格局持续献力,并打造出一批具有全国影响力的标志性成果。然而,中小金融机构数字化能力薄弱、农村数字普惠金融服务覆盖不足、数据获取难度大等问题,正制约着数字普惠金融对新发展格局的赋能效应。因此,需要从数字化建设、服务可及性、数据供给、监管变革等层面重点发力,全面推进我国数字普惠金融体系建设,为构建双循环新发展格局提供坚实保障。

Accelerating the construction of a new development pattern in which domestic and international dual circulation promote each other is a strategic layout and a first step for China based on the development stage,changes in environment and conditions.The digital inclusive finance promoted by Internet,cloud computing,big data and other technologies is more inclusive,which can give full play to the leading role of finance in releasing consumption potential,upgrading industrial chain,coordinating urban and rural development,and promoting opening up,so as to enable the construction of a new development pattern of dual circulation.At present,China’s digital development in consumer finance,supply chain finance,rural finance and other fields has continuously contributed to the new development pattern of digital inclusive finance,and has created a number of landmark achievements with national influence.However,weak digital capacity,insufficient coverage of rural services,and difficult data acquisition are restricting the enabling effect of digital inclusive finance on the new development pattern.Therefore,we should focus on digital construction,service accessibility,data supply,regulatory reform and other aspects,comprehensively promote the construction of China’s digital inclusive financial system,and provide a solid guarantee for building a new development pattern of dual circulation.
