党的二十大报告进一步强调,加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。构建新发展格局需以国内大循环为主体,要把扩大内需作为战略基点,需要充分发挥我国巨大市场的优势。然而,我国巨大市场潜力尚未得到充分发挥,必须建设全国统一大市场来释放。建设全国统一大市场可以把法治化作为突破口,通过法治来规范市场运行,激活市场主体,提供有效市场环境,使各种生产要素和资源在更大市场得到有效配置。建设全国统一大市场法治化,必须构建完备的法治体系,并从人、组织和技术几个方面为统一大市场法治体系构建以及法治化运行提供必要的保障。如此,通过市场法治化来建设全国统一大市场,不仅可以增加市场的有效性,而且也可以释放我国巨大市场的潜力,进一步为我国经济发展格局转变提供有效支持。

The report of the 20th National Congress of the CPC has further emphasized to speed up the new development pattern that takes domestic circulation as the mainstay, with domestic and international circulation reinforcing each other. To establish the new development pattern, it is necessary to take domestic development as main body, to expand domestic demand as the strategic focus, to give full play to the advantages of our huge market. However, the full potential of our country’s huge market has not been reached, which needs to be released upon constructing a national unified market. To establish a national unified market, it is necessary to call for rule of law as a breakthrough to normalize market operation, to activate market entities, to provide effective market environment, so as to make efficient allocations of production factors and sources in the larger market. It is also necessary to build up a complete rule of law,and to provide necessary guarantees for the construction of rule of law system of the unified market and operation legalization from the perspectives of human, organization and technique. Therefore, to establish the national unified market through market legalization, can not only strengthen the efficiency of market, but also release the potential of our country’s huge market, so as to provide effective support for the change of our economic development pattern.
